Supporting Ukrainian Refugees Through Evolving Needs: One Proposal Mid-Term Report 2025

For the fourth consecutive year, the Society of Jesus continues its coordinated humanitarian response to the Ukrainian refugee and IDP crisis through the One Proposal. Led by Jesuit Refugee Service Europe (JRSE) and the Xavier Network (XN)—and implemented with local partners, NGOs, and authorities—the initiative provides essential support including food, shelter, medical care, legal aid, education, vocational training, and integration services. From January to May 2025, the project reached 16,654 unique beneficiaries, bringing the total number of people assisted since the beginning to 144,370, with total expenses amounting to €807,314. The One Proposal is currently active in Romania, Poland, Hungary, Slovakia, and Ukraine, following the planned conclusion of operations in Moldova in 2024.
As described by Alberto Ares SJ, JRS Europe Regional Director: “What makes the One Proposal truly transformative is its ability to adapt and evolve with the changing needs of Ukrainian refugees. We began with emergency shelter and aid, but as the crisis persisted, we shifted our focus to education, psychosocial support, and long-term integration services. This project has shown us that effective humanitarian response requires both immediate compassion and sustained commitment. Through the One Proposal, we have served almost 145,000 people, but more importantly, we have created a model of coordinated solidarity that demonstrates Europe’s capacity for welcome and hospitality in times of crisis.”
