SMART UA - ASSWR

About ASSWR

The Association of Schools of Social Work in Romania (ASSWR), founded in 2010, promotes and develops education and research in social work. It organizes the annual Social Work International Conference with the University of Bucharest and has led projects on restorative justice, detention reform, and refugee-related studies.

Role in the project

Within SMART UA, ASSWR is responsible for:

  • Housing research: coordinating research institutes, designing common methodologies, and delivering a stakeholder mapping report and a housing market analysis report with good practices.

 

  • Employment research: coordinating research institutes, defining methodologies, and delivering a stakeholder mapping report and an employment market analysis report with good practices.
  • Assessing vulnerability: supporting JRS Romania by reviewing tools and data, and providing methodological feedback, but not producing a separate deliverable.
  • Skills assessment: contributing methodologically to the development of an innovative Skills Assessment Tool and curriculum, without producing a Romanian national report.
  • Workshops and dissemination: participating in knowledge-sharing events, capacity building, and dissemination activities.

This report explores the realities of accessing safe, affordable, and sustainable housing, highlighting key challenges, existing support systems, and promising practices that foster inclusion and long-term stability. It also offers recommendations to strengthen housing policies and improve living conditions for people under temporary protection.

What does it take to build a new professional life in a new country? This report examines the integration of Ukrainian refugees into the Romanian labour market, exploring employment opportunities, barriers, skills gaps, and support mechanisms. Through practical examples and policy recommendations, it highlights pathways towards sustainable employment and meaningful social and economic inclusion.

Employment Pathways for Ukrainian Refugees in Romania - Key Findings from the Employment Mapping and Labour Market Analysis Reports.

Two research reports developed within SMART UA analyse employment and labour market integration of Ukrainian refugees in Romania. They highlight the range of actors involved in employment support, existing barriers such as language and administrative complexity, and uneven labour market outcomes despite generally high education levels. The findings stress the need for better coordination and tailored, inclusive approaches to support sustainable employment pathways.

Mapping Actors and Housing Market Analysis in Romania - Access to Housing for Ukrainian Refugees in Romania.

Within SMART UA, two national research reports analyse access to housing for Ukrainian refugees in Romania. The findings show limited long-term housing support, strong reliance on the private rental market, and persistent challenges such as high costs, administrative barriers and discrimination. The reports stress that stable housing is essential for social inclusion and call for more coordinated, predictable and sustainable housing support mechanisms.
