SMART UA - ASSWR
About ASSWR
The Association of Schools of Social Work in Romania (ASSWR), founded in 2010, promotes and develops education and research in social work. It organizes the annual Social Work International Conference with the University of Bucharest and has led projects on restorative justice, detention reform, and refugee-related studies.
Role in the project
Within SMART UA, ASSWR is responsible for:
- Housing research: coordinating research institutes, designing common methodologies, and delivering a stakeholder mapping report and a housing market analysis report with good practices.
- Employment research: coordinating research institutes, defining methodologies, and delivering a stakeholder mapping report and an employment market analysis report with good practices.
- Assessing vulnerability: supporting JRS Romania by reviewing tools and data, and providing methodological feedback, but not producing a separate deliverable.
- Skills assessment: contributing methodologically to the development of an innovative Skills Assessment Tool and curriculum, without producing a Romanian national report.
- Workshops and dissemination: participating in knowledge-sharing events, capacity building, and dissemination activities.
REPORTS
ASSWR strengthens the Romanian reports with academic expertise and methodological rigour. It will deliver four main reports, with a leading role in methodological design and coordination of research institutes:
Housing Stakeholder Mapping Report
Identifies and maps the main actors, institutions, and networks in the Romanian housing sector that influence refugee access to accommodation.

Analyses the functioning of the housing market, highlights structural barriers for refugees, and collects examples of promising and innovative housing practices

Employment Stakeholder Mapping Report
Maps the key actors in the Romanian labour market (employers, public institutions, intermediaries), identifying their roles and responsibilities in refugee employment integration.

Examines the Romanian labour market context for refugees, analyses barriers and opportunities for employment, and highlights innovative practices and models that support inclusion.
