SafeUKR: Preventing Human Trafficking at Romania’s Borders

The fight against human trafficking is more critical than ever, especially in communities vulnerable due to conflict and displacement. To address this, JRS Romania, in partnership with International Justice Mission (IJM) Romania and with the support of the ARISE Foundation, is implementing the “SafeUKR – Enhancing Ukrainian Community Resilience through Knowledge and Capacity Building against Human Trafficking in Romania” project.   

Running from April 2024 to March 2025, this initiative equips key public stakeholders and Ukrainian refugees with the knowledge and skills to prevent trafficking. It focuses on underserved Ukrainian communities near Romania’s borders, where the risk of trafficking is higher due to the proximity to conflict zones and limited involvement from NGOs and authorities.  

An important development in the SafeUKR project so far has been the successful delivery of targeted information sessions to 133 Ukrainian refugees in five cities across Romania. Conducted by IJM protection officers in their native language, these sessions have been equipping refugees with essential knowledge about the dangers of human trafficking. 

In particular, participants gained critical skills, including recognizing the signs of trafficking. They were also taught the importance of verifying job offers and staying informed about local laws. Additionally, refugees became familiar with available support services, such as hotlines and local organizations that can offer help if needed. 

In parallel with the refugee training, the SafeUKR project provided specialized training to 109 Romanian Border Police officers. These officers, from nine territorial police units along the borders with Serbia, Hungary, Ukraine, and Moldova, received instruction on identifying and responding to trafficking cases.  

Thus far, the training covered practical victim profiling techniques and an overview of Romania’s National Mechanism for Identification and Referral. By improving officers’ ability to spot potential trafficking victims, the project raises awareness about the risks at the border and helps prevent exploitation. 

The SafeUKR project demonstrates the critical importance of targeted, localized interventions in both vulnerable communities and law enforcement agencies. By equipping refugees and border police officers with the knowledge and skills to prevent trafficking, the project is contributing to the development of a safer, more informed society.  

However, the fight against human trafficking requires ongoing commitment. With continued support from organizations like ARISE Foundation, this project serves as a model for future initiatives across the region. The need for expanded collaboration between NGOs, public authorities, and international organizations is clear, as is the necessity of sustained resources to protect those at the highest risk.  

The success of this project thus far highlights the need for continued investment in human trafficking prevention, ensuring that vulnerable communities across Romania are not only protected but empowered.
