SMART UA

Scaling the successful social inclusion and integration of Ukrainian refugees in Hungary, Romania and Slovakia through an innovative multi-stakeholder cooperation

The SMART UA project, funded by the European Social Fund Plus and Social Innovation, supports Ukrainian refugees in Hungary, Romania, and Slovakia. Coordinated by JRS Europe with 11 partners, it fosters collaboration among authorities, NGOs, and service providers to improve access to housing and jobs through skills recognition, capacity building, and innovative pilot initiatives. 

The SMART UA project brings together a diverse consortium of organizations, coordinated by JRS Europe. Core partners include JRS Hungary, JRS Romania, Lutheran Diaconia, Szociometrum, LifeStarter, the Family Support Center, and the Association of Schools of Social Work in Romania. They are joined by associated partners such as Trnava University, the City of Trnava, and Personal Service, who contribute research, local expertise, and labour market connections. Based across Hungary, Romania, and Slovakia, these partners combine social, academic, and community strengths to support refugee integration.

REPORTS

Within SMART UA, partners in Hungary, Romania, and Slovakia are producing a series of research reports on housing, employment, and refugee skills, alongside a cross-country study on vulnerability and an advocacy report. These reports map key actors, analyse structural barriers, and collect good practices, offering practical recommendations to improve refugee integration.

Housing Reports

These reports identify the main stakeholders in the housing sector and analyse barriers and opportunities for refugees to access secure accommodation. They also highlight good practices that can inspire future policies. A dedicated study in Hungary provides deeper insights into landlord attitudes and inclusive housing models.

Employment Reports

The employment reports focus on mapping key actors in the labour market and analysing challenges and opportunities for refugee employment. They also showcase promising practices that can be scaled or adapted to strengthen labour market integration.

Skill Assessment Reports

In Hungary and Slovakia, partners conduct skills assessments to better understand the qualifications, language abilities, and training needs of refugees. These reports provide evidence for tailored training programmes and pathways to employment.

Cross-cutting Reports

Two cross-cutting deliverables complement the national studies. The vulnerability report, led by JRS Romania, assesses the needs of refugees in Hungary, Romania, and Slovakia, focusing on the most at-risk groups. The advocacy report, coordinated by JRS Europe, compiles the strategies, messages, and outcomes of project-wide advocacy efforts.
